The digitalization programme aimed at transforming the stamp duty payment process of the Department of Provincial Revenue – Central Province was officially launched on 02 November 2026 under the patronage of the Hon. Governor of the Central Province, Dr. Suranga Fernando.
Coinciding with this programme, the newly introduced Online Stamp Duty Portal, designed to facilitate stamp duty payments, was officially opened to the public by the Hon. Governor. The inauguration ceremony was held at the Auditorium of the Central Province Governor’s Office.
The new digitalization initiative aims to enhance the efficiency, transparency and reliability of the stamp duty payment process while minimizing fraud and corruption through improved coordination among the key stakeholders involved in stamp duty collection, namely the Department of Provincial Revenue, Notaries, Land Registry Offices and Banks.
Furthermore, considering the vital role played by Land Registry Offices in the land registration process and with the objective of improving the efficiency of this programme, computers were also donated to these institutions at the event.
The occasion was attended by Mr. Ajith Premasinghe, Chief Secretary of the Central Province; Mr. Manjula Ekanayake, Deputy Chief Secretary (Finance) of the Central Province; Mr. Waruna Miyanadeniya, Assistant Secretary to the Governor of the Central Province; Ms. Tharanga Kaviraj, Assistant Land Commissioner of the Central Province; Assistant Land Commissioners of Kandy, Kundasale, Gampola, Matale and Nuwara Eliya; officials representing the People's Bank and the Bank of Ceylon; representatives of Bar Associations; and the Commissioner of the Department of Provincial Revenue, together with other departmental officials.
Through this digitalization programme, the Department expects to transform the stamp duty payment service in the Central Province into a more efficient, streamlined and easily accessible public service, in alignment with the new government policies.
